Call to her arrest her 40 year old husband was loud and sound, although no action was taken against his crime.

A Lebanese newspaper, Al Fajr reported this week that the same man, 41 year old man Mohammed Bin Talal from Hardh in northwestern Yemen, which is close to Saudi Arabia has again married a nine year old girl named Jamila Baidhani who is also a distant relative to him (a granddaughter to be precise).
We are yet to see the kind of response this incident would attract, from Lebanese child rights groups to international human rights agencies such as amnesty international that established an office complex recently in Yemen.  This will draw further attention to forced Child marriages in the region. Despite huge international pressure, not a single legislation passed during the last five years by any Middle Eastern country to address the issue of Child marriages resulting incidents of this nature getting reported on a daily basis.
To put things to perspective, United Nations Population Fund (UNFPA) says, "between 2011 and 2020, more than 140 million girls will become child brides. Furthermore, of the 140 million girls who will marry before the age of 18, 50 million will be under the age of 15."
One out of every four girls in Yemen get married before the age of 15. This meas that they don't receive sufficient education but also subjected to physical, emotional and sexual violence by their old husbands.  Forced marriages often happens due to poverty as wealthy old men offer Mahr (Dowry) worth millions to their parents who keep brides Mahr. This practice has enabled old men to convince parents or guardians of young girls in addition to tribal beliefs as well as traditions that are going  on for generations. On the contrary, in 2009 a regulations introduced that set the minimum age for marriage as 17. Sadly, the old men in the parliament and senior lawmakers downed it claiming its UN-ISLAMIC.

Majority of human rights organizations agree that 18' should be the legal age for marriage. However, neither UNHRC nor other human right agencies have successfully pushed UN nations to agree to a universally accepted age limit for children and declare that no member can allow this age limit to be violated. Thus, any breach of same to be considered as a grave Human Rights violation.
